I agree with the upgrade part. Both crossings have places for the new relay box in the works. The new signals (without gates) where probably just hooked up to the old relay cabinet. Yep. Follow the line further East. Lots of signal upgrades during the 2014-2015 time frame to gated signals at crossings and the Vaders. Seems it takes that railroad a long time to completely finish the installs as well.
Case in point - This crossing appears to have taken about a year to complete.
