I have noticed this at a few new 2013 installations by CSX, but they seem to be installing differently.. firstly, they are mounting the bell in the middle of the mast on a side arm instead of at the top. Secondly, they are using WCH light heads now with WCH LEDs instead of Safetran light heads with WCH LEDs. Here's an example:

I like the sign about the bells being off from 10:30 p.m. to 7:00 a.m. Guess the residents in the area complained too much? Wonder if it is also a quiet zone?
