Depends on if they have the motive power. According to the railroad's official Twitter account, they're planning to be down to about 2,370 to 2,420 active locomotives on their roster by 2020. Currently, they're down to just 3,000 (less than EHH's original goal of 3,381).

For comparison, NS has 4,063 engines on their active roster (including 14 leasers).

Wouldn't be surprised if Tropicana reduced the number of them, or CSX quickly cleaned-up their act with Tropicana following Tropicana complaining and (at least threatening) stopping shipping by rail.

It is blown, as I've seen it in person. Good on you Metro, you'll replace perfectly working hybrid bells but not fix blown incandescent globes.
