That one could be the culprit. It appears to be hung up on the wind guard.

Deactivating I believe. It's half a quad crossing, so the one gate is delayed it appears.

Believe it or not... I believe they do that on purpose. The quad gate is on a delay... so the ped gate will lower first (with the main gates), then the quad gate will lower. Yes... kind of silly. But I have seen this before.
