They look like fixed approach signals, but it's hard to say for sure.

Looks like some kind of microwave traffic detector, likely to see if anyone's on the crossing should it activate and then hold the traffic lights facing away from the crossing green so that the person can get off of the crossing.

Also, I wonder if NC recently required all mainline crossings to be quad-gates, as they've put up a ton there lately. And I don't know if they're for quiet-zones or not.
