It probably died and the WCH mechanical bell is what the maintainer had on hand at the time.

I wasn't sure so I asked about it on the Railroad Signals group on Facebook. The consensus over there seems to be that it's a remote controlled switch with a spring switch indicator.

NS likely didn't have a tall enough mast for both the crossbuck and the side lights for some reason, and had to do that. :LOL3:

Oddly enough, IIRC, there aren't any wayside horns there, nor is that a quiet zone. NS literally upgraded those crossings in that town to quad gates with those signal indicators for almost no reason.

Looks like that might be able to handle three or four different gauges there, though it looks like only one is used with the rust that's on two of the rails there.
