IIRC, that was an old way of doing it in that part of the country. Pretty rare to find now, from what I understand.

The speaker is to broadcast out the transmissions the worker's radio receives so they can always hear what's on the radio even when they don't have a scanner nearby, IIRC.

NS has had quite a few variations of blue ENS signs over the years. That appears to be a variation done between this style and the current style.
