That's an old Conrail install that was being replaced, just FYI.
That used to be standard in Delaware prior to the introduction of the blue ENS signs, from my observations.
One signal has three US&S and one Safetran 8 inch light, other signal has WCH 8 inch lights.

That's pretty strange as well to see a crossbuck saying "Private Crossing", even any crossings that are private that are mast mounted (either with lights alone or lights & gates), they usually have those square Private Crossing signs instead of the crossbuck, and even those are extremely rare (because 95% of private crossings are passive crossings).

All of the signalized private crossings I've seen have had the standard crossbuck on them.
