this is just plain UGLY!

this crossing has two highway flashers complet with 2 pairs of lights making a count of ight lights total there is one 12x20 inch light at this crossing the other seven lights are 12 inch

Junction box, most likely. Basically to house the terminal strip for a base on a signal with a clamp-style base.
