did raco produce cantilevers like that because i could have sworn there is a crossing in the centrral valley that has them!

Griswold did, and RACO (and even Safetran a bit as well, it appears, IIRC) used the same splice boxes on the masts of their cantilevers as Griswold, for the most part. Cantelievers have either been repainted or replaced.
