Looks like one, but i keep wanting to say it appears to look like a WRRS bell but i guess both have similarities.
WRRS. Note how the latch isn't embedded in the bell body like it is on the US&S bell.
Second is a bridge cantilever, and both are on the site.

did raco produce cantilevers like that because i could have sworn there is a crossing in the centrral valley that has them!

Griswold did, and RACO (and even Safetran a bit as well, it appears, IIRC) used the same splice boxes on the masts of their cantilevers as Griswold, for the most part. However, RACO didn't produce any cantilevers of that style, as by the time RACO came around, everyone had already moved onto other styles of cantilever.

Cantelievers have either been repainted or replaced. Along with the sidewalks and a new road surface.
