Looks to be a pair of incandescent 12 inch 4-way clusters from Durasig. A few hours ago, I returned from a holiday in Sydney. On the way out, I discovered that the entrances to the M5 tunnel has traffic signals which are always green. I presume that they turn red if there's an emergency inside the tunnel. They also have inverted SORS signs below them.

I've also noticed that some tunnels like that have traffic signals and boom gates.
