Two possibilities:
1. The STL-10 siren (on the right) is left over from an old civil defense era system that was replaced, and the Whelen on the left is the replacement. However, for some reason, the STL-10 was never taken down.
2. The STL-10 siren is used by the fire department to alert the populace and fire fighters of fire calls, while the Whelen is a tornado siren.
Found a early 1980's housing estate, here is a fun fact from me!
The back of the estate had houses built by a defunct company called Brosely Homes, which became well known for the construction of the estate, along with building roughly 1,000 houses around the Croxteth Park area during the 1980's. The back of this housing estate was purchased by Channel 4 for a TV show called Brookside, the show ran from 1982 until November 2003. When some of the remaining actors moved out in 2005, the houses fell into a sorry state of disrepair.
Thankfully, it wasn't until 2011 when another housing association bought the Brookside Estate, and restored all of the houses used in the set. The old security hut (To stop trespassing coming onto the set back then) was demolished around 2013 or 2014. Four brand new houses now occupy the former security den. Sadly, there is no street view for the cul-de-sac.
I've already posted this here before but sense I just happened to come across it again by chance while browsing this line on streetview, I thought it would be worth a re-post.
When I first came across these about a year ago I just assumed that the three color signals were Y-Y-R signals and that when there was a train that the three color signals would go through a normal sequence from flashing yellow to a steady red and that the signal beacons would go to a steady red.
