8 inch arrows do exist, but they are extremely rare. The standard for 12 inch arrows to be used was created back in the 1950s or 1960s and most of the 8 inch arrows in service are/were incandescent.

Likely the reason why the signal in ToledoRailfan's post was installed was that the city wanted a doghouse signal with 8 inch indications, but also wanted to be at least somewhat MUTCD compliant.

Yea, they're rather rare here in the US. I know Canada uses them though, at least in some provinces where they're required in certain applications.

I dunno why, but it wouldn't surprise me if they're imports or something like that.
