Wouldn't consider that a crossing as most of the Toronto Streetcar System is street-running and those lights are for an intersection.

I still wouldn't say that is appropriate for this thread as those traffic signals aren't there for the crossing. Whether or not a crossing like that is considered passive or not could be up for debate though. There is a similar situation at this crossing on a heritage line in Tecumseh, Michigan.

I'm not 100% sure on this but I don't think that traffic signals at intersections with crossings are required by federal law to change to a certain phase when there is a train, although the one you posted was of coarse from Canada.

Those were not protected by traffic signals! The signals were for the intersection.
