I actually know the guy who did that. He's a member on Highway Divides and I want to say that the line is a tourist railway located somewhere in West Virginia.

2 in Dayton, Kentucky, was 3 originally but one was replaced with a WCH/MI mechanical bell between 2009 and 2013

Kind of an odd signal. Reminds me of a signal that David once found in rural Sweet Home Alabama.
