Now that you mention it,I think you might be right, I also could not imagine a railroad using this bridge unless it was an old streetcar line but this bridge does not look that old. But it looks like there was some depth there though in the tracks, but I would think they would have paved over the entire line and not just leave this one part unpaved and then remove the rails. But in Tecumseh, Michigan there is this very small part of a former street running line that has not been paved over, but that could be because it junctions with the active tracks and it would have been easier to not remove the junction and pave over the small part of track.

I'd say that those tracks that you consider "active" are dead as well just based on how they are in the pavement and the grass around them.

The track is owned by the Southern Michigan Railroad Society, they run a tourist train along the line. I road it a long time ago.
