Tampa still has some 12" Eagle signals around here and there. Too lazy to StreetView right now though, oops.

I think they only light up when the regular traffic signals facing the other direction are green.

Many years ago, St. Petersburg used to have a standalone signal face the other way on one-way streets.

The St. Petersburg signals are probably used to let pedestrians walking against the flow of traffic know the light is green. The ones in Bedford might be the same way, but also may be used to let cops know when the light isn't green (based on their location).
