Basically, it if isn't on the site, it can be posted in this thread. Though, you might want to make sure it hasn't been posted in this thread before.
If it's on the site, it's kinda already known about. This is for posting about previously unknown bells that you happened to stumble across (whether in person or on street view).

The next crossing east of there used to have a wigwag, but was replaced a few years ago with Safetran signals and a mechanical bell.

They're actually Harmon signals, although the mechanical bell is Safetran (and reused, because I'm pretty sure that Safetran mechanical bells were out of manufacturing by 2009, when the 'wag was decommissioned per Dan's wig wag site).
