What intrigues me though about this setup is why the gate remained but no lights there. I would have thought that even into business lots, lights would have still been pointing into it.

They probably removed the lights when the supposed business closed.

I know that CSX now mounts their bells on the sides of the signal masts, but this is just pure lazy. Couldn't even be bothered to remove the old bell.

For this one, I think one can only speculate. Could be a multitude of reasons such as vandalism, mother nature, out of service, etc.

I would agree, since the lights are aimed towards the sidewalk and not the "driving side" of the road.
