That's actually a Track Lubricator.
Also, defect detectors would have relays nearby with an antenna extending upward, as they transmit their data via radio communication.

I believe it greases the side of the rail head to reduce friction and wear and tear on the side of the rail head. My father hates the things as the BN puts to much in theirs.
