My guess is that it is for the train engineers to know that cross traffic is stopped.

I caught the Street View car in Brandon, FL today! Unfortunately, I didn't see it in time (since the light was green) and I accidentally rolled down the wrong window to wave my hand out of!
I'll see if they captured my car in the near future, since I did wave through my windsheild

Google caught me driving to work back in April. For some reason, I can't seem to find it on Streetview again at the moment, but luckily I took a screen shot of it when it was on there:
