Appears as though VIA or CN or whoever owns that line has been busy removing a lot of trackage in the area over recent years. I almost wonder if there wasn't perhaps a spur track or siding there, and that was a manual control for it.
Used to be both CN and VIA, but because CN has three other lines in the area, CN sold this one to VIA. Now VIA has complete ownership of this line. Funny thing, this acquisition occurred just this year .

Fresno Ca. California Ave at BNSF main. The SJVR line to the right prevents installation on the right.

FWIW: If you continue this direction on California, you will see the Van Ness wigwag at the next crossing.

Reminds me of an NS crossing in Birmingham where the ATN crosses the NS at a diamond right next to the crossing:

I was honestly thinking of the same place. I saw it on a railfan site a couple of months back. Just did not know where exactly in Birmingham it was at. Thanks for sharing

Going back to 2009 confirms your theory (about the removal of tracks at least). :TUP2:

After the extra tracks were removed, the further signal got moved, and had sidelights added to it. Back then they had 8 inch lights and a mechanical bell. Sometime between 2012 and 2014 the signals were upgraded to 12 inch LED's and an electronic bell.

The upgrade probably happened about the same time VIA bought the line from CN.

There is only one track, but these signals have 2 track sign. HOW AWKWARD IS THIS?!? :LOL:
