Also not a crossing, this is a cool tunnel that goes under the railroad tracks! Think those are for the maintainer to help climb up to change light bulbs. Not so necessary now that those are LED's.

That's most likely what they are. There are a few crossings in my area with them.
Makes sense, too high to work on from the ground and too low for a ladder.

Doesn't appear that the stop signs rotate anymore, but at least they left one them in there! The other one appears to have had its one removed.
