This is not a good place for a Stop sign, someone could stop and could be hit by a train. I think the stop sign on the crossbuck post is the only one necessary here.

Well I think this is the first time I've seen a crossbuck-stop sign combination this close to an intersection. Usually a crossing like this would only have one crossbuck-stop combination facing away from the intersection and just a regular crossbuck facing the intersection. A crossbuck-yield sign combination facing the intersection could also work here as well.

Interesting how the bells are both above the road-way. You don't see that too often.
I have to wonder if they are RACO or Griswold bells.
It actually does have rear lights. They are the pair of lights facing towards the camera in this view:

It doesn't have front lights due to the intersection probably being just a 3-way intersection when it was installed. Certainly unique though. I also wonder if the mechanical bell at that crossing is a RACO or a Griswold.

I thought that was another pair of side lights because of how it was aimed.

I don't see it either... unless it is just the grouping of the cantilever, the telephone pole, and traffic light cantilever all together there.
