Median Gates

What's up with this? I've seen median mast signals before with the gates on the shoulder but this is a new one to me:

Are they wanting to avoid overhead powerlines or future overhead or expanded electrical lines?

Perhaps another advantage is if semis are traveling in the right lane, there is less chance of a gate hitting the trailer.

It may also have been a 2 signal, gateless crossing. When it was up graded to 4 signals & gated, it was easiest & cheaper to do it this way.
