Not sure how it works. My guess is that it flashes the amber lens constantly and maybe flashes the NO RIGHT TURN signal when the train goes straight.

I would assume that signal is only active when the crossing signals at the interesection are on. I don't think it would come on right away if the train were approaching from behind you on the left, and if it did I bet the no right turn light would come on either way.
By the way, the signal is operating in those Street View pictures. You can go back a few frames and see the yellow light lit. Doesn't appear the right turn signal works too well... or it may be burnt out. The signals in the intersection are on too if you move forward.

That signal is too close to the intersection.
It should be at the stop line.
One proceeding to the signal past the stop line would be in foul of the train.
