Soon to be signals where there were none before

This is near a spot called Ackerville, Wisconsin. The old Soo Line main (now Canadian National) runs parallel to the ex-Milwaukee Road Horicon line (now Wisconsin and Southern). This road currently has just crossbucks and stop signs at both crossings, but two brand new relay cases are already in place, and a signal base is in on the west side of the CN line.

As easy as iron rusts up there, wonder why they wouldn't use concrete foundations?
Concrete got even a worse time of it from the cold weather?

We used to run 3" or 4" metal conduit for crossings and would have had an elbow
and riser so that no cable was exposed where rats and mice could get to it...

What kind of signals are going to be put there? gateless signals? or with gates.
