Lights/ Crossbucks in front of others

Have y'all seen this anywhere other than Texas? This is frquently done on all-new installations.
The only possible explanation I can come up with for his is that there may be one set of standards for gated signals, and another set for cantilevers, and the engineers can't deviate from these, or don't have enough sense to.

Aren't they simply installing new cantilever signals?
When ready, they will remove everything but gates from the other signal?

They didn't.
I did not see the second photo showing both new signal with gates and new cantilever.
If I lived in the area, I would contact them and ask WTF.

Who is going to start the process tho? ;)
Whoever does... would prob'ly have to defend it in court at some point
and if they don't win the first time might be "in for it" several times. :(
That process may have already happened?
I tried real hard to keep myself out of court and succeeded. :) And if I
was going to be dragged in there and "flogged;)" wanted their pictures
to show I'd taken good care of the equipment.
