Just found a picture of a very uusual crossing light. Any ideas as to who the maker is?

I've seen those in a few small areas. Looks like something out of Argentina.

Almost looks like traffic signal heads with some type of background added. Maybe those are cheaper and easier for shortlines to purchase versus a standard one?
