Here's my opinion:
1st: It looks ugly.
2nd: Turn the lights to the road.
3rd: Needs to install rear lights.
4th: The road looks busy enough to require gates here.
5th: Is it a safe crossing?
Then again this is in Mexico though, as usual installments.
If you also look at the link below this post, a train is approaching with the signals not activated!

Its not a force of action or being forceful but thats just my opinion, whats yours?

The signals are far to the right because the road is being widened. Also very unusual that the crossing is solar powered.
There are probably 25+ reasons to debate why the lights aren't on, so I won't count this one as "broken" just yet.

Yeah, I agree... the road is probably going to be widened at some point.
It's funny how relaxed their guidelines down there are about crossing safety. Kind of reminds me of Argentina.
