I don't believe that's a malfunction, that's actually how a properly wired double-crossing should work.

Yup. There's no need for that one gate to go down since that first track does not have a train. This allows cars that cleared the first crossing (before the signals activated) to not get caught waiting for a train that would be behind them. I'm sure the other crossing (where the train was stopped) acts the same way when the track closest to you is occupied.

Did you happen to go to the other side of the crossing without the train? I'm willing to bet the lights on the other side of those two signals were dark.

I actually went to the other side, but the train was starting to move at that point. I have another video showing it.
