If you mean the main rxrsignals.net/Signals site, you will have to e-mail them to Mike Gillson via one of the addresses on this page: http://www.rxrsignals.net/Contact/index.html
There may be a few other people who handle updates as well, but I've forgotten who all that is. It will take awhile, as the site isn't updated regularly anymore since its founder and full-time webmaster passed away in 2011.
