That's a cool old industrial area with lots of spur tracks twisting and winding everywhere. One of those places it'd be fun to explore, but you wouldn't really expect to find a train. However...

If I had to fathom a guess, I'd say judging by the lack of sidewalk in front of the signal, and no curb that perhaps when the signal was originally installed there was a driveway approach immediately in front of the signal. That fencing there looks relatively new... and there is still quite a bit of gravel present there peaking through the grass. Perhaps they just put the fence up and let the driveway just get taken back by nature - and nobody bothered to construct a proper curb or complete the sidewalk to the railway approach.

Looks like they could well be CSX MP15s. I'm surprised that's a Class I though, but hey...

It appears that the mast signal at that crossing has two pairs of FS 12 inch lights or WCH 12 inch lights. Can't really tell though:
