Noob: best way to power and test a Safetrans 4 way light?

As per subject line, how can I power this to test, and then for on demand power? Not sure what to connect to.
I assume its a 12 volt powers supply? Standard 12 volt wall wart rigged with alligator clips ?
Plan on getting a wig wag sequencer for it on ebay, but really have no clue where to get started and need some details.
Any guidance appreciated!
