Private crossing in a public one?

Sacramento Ca

This is a well signaled, 3-way crossing. However, on the shoulder of the road are two additional signals, which are marked with the "Private Xing" sign. I don't think a road shoulder can also function as a private road, so this is confusing.

These signals are just pedestrian signals. Still a pretty strange setup though.

I counted at least 6 Safetran Hybrid bells at that crossing. Would be neat to see a video of it in service some day.
