Unusual setup in St catharines, ontario

At first glance this looks like your typical setup, but upon closer inspection you will notice that one lane has a gated signal yet the other lane has a simpler signal with only flashing lights. no idea why.

Probably because the one gate lowers when there's a train at the crossing just up the street:

I did not even realize there was another crossing, another dumb mistake.
