I had heard on Facebook recently in a video posted by another railfan taken at this crossing that the bells were ringing, so I went out here to see it for myself. Even though the crossing still isn't open, lights are still bagged, and the gate mechs. don't operate (due to not having any gates), the relay case is receiving power and the signals do work now! The lights have GE Uniform Look LEDs, which I was able to tell from the gaps in the sides of the bags covering the lights.
Thanks to a tip from Facebook, here's the crossing now, which has gate arms and unbagged lights!

No idea. Probably sometime later this year though, if I had to take a guess.

Went back out to this crossing on 7-13-17 after seeing NS 201, as I was curious as to if there were any changes to the crossing. Turns out that the grade has finally been paved, so I bet that the crossing will open soon! It also appears that NS removed the whistle posts around the crossing, probably as they weren't necessary until the crossing is opened.
