Looks like there could be a road that the photographer is standing on that makes a sharp curve just before the crossing? And maybe I'm not seeing it correctly... but doesn't that signal have rear lights (not flashers!) that point to the woods?

Last but not least... unless it's in between flashes, the signal doesn't appear to be operating?

I would assume there's a road that curves at that location. You can see part of a guardrail near the bottom of the signal. Those do look like US&S lights. As for them being on, it's hard to tell because of the sunlight reflecting off of them, but I don't see any reason why they wouldn't be working.

There is a guard rail next to the signal, so I assume it is for a road that curves right up to the crossing.
