I don't know why people would stop on the tracks, and yes beating the train is not a smart idea for drivers. I found the crossing from where it happened on Google Maps: https://www.google.com/maps/@35.8830673 ... 312!8i6656.
There are "Do Not Stop On Tracks" and "Stop Here When Flashing" signs posted here. I'm guessing the driver didn't see the signs. https://www.google.com/maps/@35.8830673 ... 312!8i6656
At 0:38, one of the crossing signals got knocked out, if you look closely, when viewing it in full screen.
