I finally got a new tripod after my previous one (From Walmart) broke while testing it (The plastic handle to pan the camera up while i was teaching myself snapped off abruptly)

I'll be getting photos of it later, The box labels it as a Velbon EF-41.

It appears i've already ran into my first issue.

I can tilt it forward, but not backwards.

Never mind i just rotated it.

Loosen the screw?
