Would it be possible to grade separate this railroad crossing?

Ideally this railroad crossing should be replaced with a grade separation because it is right by a hospital, but can it be done? It seems like it would be difficult.

Yea, though you'd have to sink the freeway ramps (farther) and intersecting road in addition to the road for grade-separating the crossing in question.

Ideally it sounds good but fiscally not so much

Why not just raise the tracks over the road?

Because you've got a drawbridge almost immediately to the north that would have to be rebuilt, and then I-95 crosses over the tracks almost immediately to the south, which would also have to be redone.

FWIW, the hospital probably had the railroad tracks in mind when they were building/expanding on the property as well.
