Opinions on what can be done to make Brightline crossings safer

According to NPR news, Brightline is the nation's deadliest railroad after lots of accidents and deaths. I feel like there are some flaws at the crossings that serve Brightline: Not enough gates and lights, bells not ringing all the time, etc. Feel free to post your opinion about what can be done to minimize accidents.

My take is to have quad gates, pedestrian gates, and change the bell sequence to have them ring till gates rise (or ring through whole activation if FEC owns that crossing).

Given Florida's more favorable weather over Wisconsin, the barrier gates could be a more viable option at the worst crossings. Gateless installs should not exist on this line... should be minimum of gates at all public at-grade and pedestrian crossings.
