That's a pretty safe bet.

A little to the north, there's an active crossing that has the cheap and somewhat ridiculous-looking alternative to a hinged-tongue gate:

Also, the WCH e-bell's shine is a good comparison to show how old that cantilever is.

Interesting that crossing has cantilevers and gates yet there are still crossbucks posted next to the tracks as well (behind the signals). Wonder if this is a recent upgrade from just a crossbuck only crossing and they didn't remove the crossbucks?

I'm also wondering if maybe that gate just got hit (by a car).

I wonder how old it is? after all there is a hybrid bell on it.

Surprised they would have so much signal and gates for a siding.
Has that gate been tied to the signal mast to prevent damage to someone?

The next gate further north up the street is begging to be broken.
I doubt a semi trailer traveling in lane two would clear it.

Has anyone reported this hazard?

Are you talking about this crossing here?

If so, it is like that I'm sure due to the telephone / power lines just above the signal. If the gate went all the way up it would come into contact with the lines. We have a crossing like that in my town as well... although not as severe.

Yep, that is due to the power lines. On Van Horn Rd. in Flat Rock, MI, the gates are almost halfway down! Here's the crossing on StreetView:
