Honestly looks like this flasher box is what controls those beacons:

Seems like there's some form of detection though, based on the strobe next to it, no doubt to indicate the "signals" are functional.

If it has a mast and at least a warning device besides a crossbuck then yes

replaced with an actual 12x24
