Can't tell if the bell is just ringing... or the lights are coming on too from the angle of the video.

It's too hard for me to tell...

Sounds like an electronic bell that may be heard on an MSC wigwag.

The blue car stopped so the lights came on.

I agree... I doubt the car would have picked up on just an audible signal (the sound). The lights had to have illuminated as well.
