The LED reminds me of the Safetran 8" fading LED (AKA FLX-1000).
I'm lost why whatever country that is in uses that sorry excuse at their crossings...

Based on the other videos from that same user... I think the light is supposed to stay on steady. That signal system has gotta be older than dirt... surprised it is functioning that well!
