Very very odd setup in West Virginia

I'm not sure that isn't a bit of an optical illusion that it is between the tracks. Of course, the resolution and distance doesn't help... but if you look at it from this angle, it looks as though that the shiny part that appears between the tracks might be a dot or emergency contact tag, and that it's a longer mast that continues... although still located on the left side of the former roadway approach.
