You aren't seeing double here.  This used to be a DGNO only crossing.  DART has come in, and was in the process of removing DGNO's signals, and replacing them with their own.  You can tell the old signals apart, because the old, DGNO signals have GS electronic bells.  DGNO's signals have WCH mechanical bells.

The two signals across the street will be for pedestrians when sidewalks get made.
