"CREW HAD TIED ONTO A CUT OF CARS THAT WERE ALREADY OCCUPYING THE CROSSING AND PROCEEDED TOWARDS THE COKE FACILITY. THE ENGINEER BROUGHT THE MOVEMENT TO A STOP WHEN HE SAW A VEHICLE DAMAGED AT THE CROSSING. THE OCCUPANTS HAD TOOK OFF. THEY WERE TO BE CITED BY THE POLICE."
